Coyol Free Zone requires a specific permit sequence: SETENA environmental viability + INVU/Municipal land-use + CFIA endorsement + municipal permit + free-zone operator permit + special permits (Health, Fire, ICE).

Run sequentially, the critical path exceeds 8 months. With a good parallel plan it can be compressed to 4–5 months.

Three most common mistakes: 1) starting detailed design before environmental viability is approved (expensive redesigns), 2) underestimating the free-zone operator’s timeline (which has its own review), 3) not engaging Fire Department from concept in projects with flammable storage.
